A properly completed Supplemental Questionnaire and a certificate of severe disability from the Department of Rehabilitation (DOR) must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing (the DOR certificate may be faxed to 510-272-6424 attn: STEP UP Coordinator).  Postmarks are not accepted.  Failure to submit either of these documents will result in disqualification.

 

SPECIAL INSTRUCTIONSTHIS IS A STEP-UP POSITION.  Positions in the STEP UP Program are designated for individuals with severe disabilities who are not currently employed by Alameda County.  While such positions are not subject to examination, candidates are subject to a one-year evaluation period.  Upon satisfactory completion of the one-year performance evaluation, the appointee will transition to regular, classified Civil Service status.

 

THE POSITION(S):  A Secretary II reports to and relieves a County administrative official of administrative details and maintains continuous responsibility for a complex clerical operation. A Secretary II may coordinate agenda preparation and schedule regulatory County Board or Commission meetings; maintain confidential management information files; assign and plan workload priorities and deal directly with a variety of governmental officials and the general public.

 

THE REQUIREMENTS:  These are entrance requirements for admission to the STEP-UP Program process, which is competitive. 

 

EXPERIENCE: The equivalent of three years of increasingly responsible clerical experience comparable to the County's Secretary I classification that requires a typing proficiency of not less than 40 net words per minute AND

 

A certificate of severe disability from the Department of Rehabilitation must be turned in by 5:00 pm on the last day for filing to be considered for this recruitment. 

 

SPECIAL REQUIREMENTS:  Proficiency in word processing is highly desirable. All candidates must be able to type at a speed of not less than 40 net words per minute. Candidates may submit a typing certification, dated within the last six (6) months, from a local college, employment agency, or adult school, on their respective letterhead indicating a typing speed of at least 40 net words per minute and accuracy rate.

 

The evaluation may include but may not be limited to: KNOWLEDGE OF modern office practices and procedures including business correspondence, organization and functions of local, state, or local government agency record keeping systems and standard office equipment operations; correct English usage, including spelling and grammar; business letter writing and proper format for typed materials; word processing and/or spreadsheet applications; principles of managing and coordinating secretarial aspects of a large or complex program. ABILITY TO perform difficult clerical work involving independent judgment; type with speed and accuracy at not less than 40 words per minute; prepare clear and comprehensive reports; draft, compose and edit correspondence from brief oral or written instructions, using word processing applications; speak clearly and concisely to obtain and relay information; identify and correct errors in English usage, grammar, and mathematical calculations in a variety of documents; organize and prioritize work load; complete work under time deadlines; learn to interpret and apply laws, rules, and written; establish and maintain effective working relationships with co-workers and the general public; evaluate demands on an Administrator’s time; arrange his/her schedule accordingly; work with officials and the general public in routine, emergency, and emotional situations; take responsibility and use good judgment in recognizing scope of authority; assist in devising and keeping office records of a confidential nature and maintain confidentiality.

THE STEP-UP PROGRAM PROCESS CONSISTS OF the following:  A review of candidates' applications and supplemental questionnaires to verify possession of minimum requirements.  Those candidates who possess the minimum requirements will move on to the next step in the process, being placed on the eligible list.

GENERAL INFORMATION FOR APPLICANTS

EMPLOYEE BENEFITS

(Employee benefits do not pertain to persons employed on an hourly basis.)

VACATION AND SICK LEAVE WITH PAY:  Sick leave accrues at the rate of one-half day per biweekly pay period.  Vacation accrual ranges from two weeks to five weeks depending upon years of service and the union bargaining unit to which the position is assigned.

WORK WEEK AND HOLIDAYS:  Most employees work a five-day work week and enjoy thirteen legal holidays plus one or two floating holidays, depending on union bargaining unit.  Management employees are entitled to three additional days of management paid leave.

RETIREMENT:  The County Retirement Program includes benefits under the provisions of the County Employees’ Retirement Law of 1937.

GROUP INSURANCE:  The County contributes a fixed amount toward employee medical and hospital insurance under one of three recognized programs.  Dental insurance is fully paid.  Employees are eligible to join a Credit Union (savings and insured loans).

MILEAGE:  Employee-owned cars may be required for certain positions.  Mileage allowances are paid in these cases.

EXAMINATION AND HIRING PROCESS:  Applicants should obtain an “Alameda County Examination and Hiring Process” brochure at the time they request application forms.  Applicants should read the brochure to be familiar with the examination and hiring process and procedures associated with same.

FILING:  Application forms and Supplemental Questionnaires (when applicable) must be filed within the official period advertised for each examination.  Applicants are responsible for the truth of all statements made in their applications and questionnaires.  False statements are grounds for rejection of application or discharge from County employment.

CERTIFICATION OF DISABILITY:  All applicants who apply to the Step-Up program must submit a letter from the Department of Rehabilitation verifying they are disabled by the last day to file.  Failure to do so may result in an immediate disqualification. A candidate will not be placed on the eligible list until a certification of disability has been received.  Information on obtaining a certificate of disability may be obtained by calling 510-622-2764.

 

 

 

PERSONS WITH DISABILITIES:  The Human Resource Services Department will make reasonable efforts in the examination process to accommodate persons with disabilities.  Please advise the Department of the special needs in advance of the examination.  There are parking spaces near the elevator in Alcopark, 1220 Jackson Street, reserved for persons with disabilities.  Alcopark is located approximately one block and a half from the Lakeside Plaza Building.  There is also street parking for persons with disabilities available near the Lakeside Plaza Building.  (510) 272-3703 (TDD).

BACKGROUND INVESTIGATION:  An applicant’s previous employment may be investigated.  Results of this investigation may be cause for disqualification.  Also, all convictions will be reviewed and may result in a request for additional information or termination of employment if warranted.  A conviction record will not necessarily disqualify an applicant from employment.  Each case will be given individual consideration, based on job-relatedness.

EMPLOYMENT PROCEDURES

PROMOTIONAL PREFERENCE:  Alameda County employees are not eligible for the Step-Up program.

ELIGIBILITY:  Names of all qualified candidates are placed on an eligible list with the same score. The department with the vacancy may review and invite to a hiring interview any person placed on the eligible list.

MEDICAL EXAMINATION All prospective county employees must pass a medical examination before beginning employment.  For positions which require a commercial driver’s license and the performance of functions defined as “safety sensitive,” Federal law and County policy requires the examination include a drug screening process.  Offers of employment are conditional upon successful completion of this examination.  Failure to pass a medical examination may be cause for disqualification, or for withholding of an eligible’s name from certification, or for removal of an eligible’s name from the employment list.

VERIFICATION OF EMPLOYMENT ELIGIBILITY:  As mandated by the Immigration Reform and Control Act of 1986, all candidates offered employment after November 6, 1986 must provide written proof that establishes identity and eligibility to work in the United States.  This is accomplished by completing the Employment Eligibility Verification Form (I-9) and producing acceptable documents including but not limited to Unites States Passport; State issued Driver’s License; Social Security Card; Birth Certificate; other acceptable documents that establish identity and eligibility to work in the U.S.

PROBATIONARY PERIOD:  New Step-UP employees must satisfactorily serve at least a one year probation period before permanent status is attained.
