JOB TITLE: HIV Prevention Program Coordinator – Working with GLBTQ youth
AREA: Based in Mountain View, Serving the Peninsula, San Francisco Bay Area
PROJECT OVERVIEW: The Outlet Program is currently seeking a coordinator for our HIV Prevention program for gay, bisexual, transgender and queer young men, ages 15-22. Outlet's HIV Prevention program is the only program in the local community helping gay and bisexual young men successfully overcome intense feelings of isolation, combat daily onslaughts of homophobia, manage or eliminate drug and alcohol use, understand healthy relationships, and normalize safer sex. And, it is the only program currently operating on the Peninsula with a dedicated component for Latino and/or Spanish-speaking young men. The Spanish-language component includes a discussion group, outreach, school-based workshops, and social activities for native Spanish-speakers. Working with other Outlet staff and a core group of volunteers, the project is designed to educate local youth about the many different aspects of HIV prevention, as well as to build community. As a result of participation in the program, members have reported feeling more capable of making healthy sexual decisions and preventing HIV. The Outlet Program supports and empowers lesbian, gay, bisexual, transgender, queer and questioning teens on the Peninsula.
JOB RESPONSIBILITIES: Program
Outreach 1. Distribute HIV prevention messages and information through targeted outreach activities, including street-based outreach, school-based outreach, and collaborations with other area youth programs 2. Plan and organize recreational activities such as dances, art festivals, and movie nights 3. Outreach through On-line communications channels such as Facebook, MySpace, and DowneLink, as well as email newsletters and distribution lists
Community Education
Administration 1. Recruit, screen, train, and support project volunteers including teens and adults 2. Deliver evaluation tools and perform evaluation data entry 3. Attend staff meetings and other events as required 4. Perform other program duties as necessary

DEFINITION
Reporting to the Contract Compliance and General Services Manager, administers and assists in the enforcement of Federal and State of California Labor Standards requirements, including monitoring, investigating, and ensuring that contractors comply with labor compliance regulations. . ESSENTIAL FUNCTIONS
· Serves as a consultant to senior and middle management staff in the interpretation of Davis-Bacon wage decision and with Federal and State Wage Determination policies and procedures.
· Attends pre-bid and pre-job meetings to inform contractors of their labor standards obligations.
· Schedules and conducts worker interviews to determine labor compliance, and investigate violations.
· Reviews contractor certified payrolls and related documentation to assure wage determination compliance with state and federal laws and regulations.
· Prepares a weekly Labor Compliance enforcement activity report.
· Prepares Semi-Annual Labor Standard Report, Section 3 HUD report, and annual Minority Participation Report.
· Investigates external allegations of labor code violations or labor code-related contract violations.
· Composes correspondence to contractors/subcontractors specifying violation corrective action.
Set up and maintain labor compliance projects notebooks.
Ensures all project labor compliance documents are complete and compliant at project close-out.
Represents the agency at labor compliance meetings.
Interfaces with other government and enforcement agencies.
Provides guidance to administrative support in absence of Labor Compliance Officer.
MARGINAL FUNCTIONS
Performs other related duties as required. May be required to attend evening meetings.
MINIMUM QUALIFICATIONS
A bachelor’s degree with a major in business administration, public administration or a related field.
Two years responsible experience involving Labor Compliance enforcement, with an emphasis on the preparation, and administration of labor compliance in construction contracts;
